Mortar fails long before brick does. It is designed to — mortar is the sacrificial component that absorbs movement so the brick survives. The question is how far the failure has gone.
Repointing
Grinding out deteriorated joints to proper depth and repacking them with matched mortar. This is the correct repair when the brick is sound and only the joints have gone soft. Done correctly it lasts 25 years or more.
Tuckpointing
Technically a finishing technique using two mortar colors to produce crisp joint lines, though most homeowners and contractors use the word interchangeably with repointing. What matters is the depth of grinding and the mortar mix, not the label.
Partial or full rebuild
When brick faces have spalled through, the stack leans, or bricks can be moved by hand, repointing has nothing solid to bond to. We take the chimney down to sound masonry and rebuild with matched brick, a new crown and a new cap. In Cincinnati the great majority of rebuilds are above-roofline only.

Mortar mix matters on older homes. Modern high-strength Portland mortar on soft historic brick will destroy the brick. Matching the original mix is not cosmetic — it is structural.
